Discount Passes - Applying 101

Residency
To qualify for a Discount Pass, you must show current Washington state residency for at least 3 consecutive months. Residency documents must be at least 3 months old, to qualify. All applicants must submit proof of residency.

Driver licenses with a military expiration date
If it’s been 90-days or more since you separated from active duty, your driver license is expired. Please contact the Department of Licensing to renew your license before you apply.
If it's been less than 90-days since you separated from active duty, your driver license is still valid and you’re welcome to use it to apply for this pass.
Applying for a minor
If you're applying for a minor child and they don’t have a Washington state ID card, please provide their parent or guardian’s proof of residency and a copy of the minor child’s birth certificate or guardianship document.

Make sure to submit both proof of residency and your VA benefit verification letter.
Only check the Replacement box if you are requesting a pass replacement.

VA benefit verification letter
Your VA benefit verification letter must be on official letterhead and addressed to you at a Washington state address.
Your name on your letter must match the name on your proof of residency and show your combined service-connected disability rating. Please do not include your diagnosis.
We can't accept the DD-214, VA Health Care or Retired Military ID card.

Documents must be on official letterhead and addressed to you at a Washington state address. Your name on your document must match the name on your proof of residency.

Proof of income
Provide proof of an annual income of $40,000 or less, or in accordance with RCW 84.36.381. Documents must be from the current tax year and addressed to you at a Washington state address. You must provide spousal income if applicable.
Provide one of the following Federal Income Tax Transcript - request your transcript online Senior Citizen Property Tax Exemption – get this from your county assessor Social Security Administration form SSA-1099 - request your 1099 online Proof of age
If you apply using a driver license or state ID card as your proof of residency, we can use that as your proof of age. If you apply using a different proof of residency, you’ll need to provide proof of age with your application.

Complete the Foster Family Pass application

We’ll need you to provide your full name, date of birth, address, phone number and email address.
Make sure to submit both proof of residency and foster, caregiver or kinship caregiver status.
Only check the Replacement Box if you are requesting a pass replacement.

Foster care, kinship care and caregiver status
Documents must be on official letterhead and addressed to you at a Washington state address. Your name on your document must match the name on your proof of residency.
You have two options for providing proof of out-of-home care:
ORProvide one of the following Caregiver ID card or foster license issued by Dept. of Children, Youth and Families Award letter or TANF child-only grant awarded by Dept. Social and Health Services Placement agreement issued by a sovereign tribal government Provide two of the following Court order showing a child has been placed in your care A tax return or lease agreement with both parent and child’s name Apple Health Core Connections card LINK Verification form filled out by a kinship navigator program

Make sure to submit both proof of residency and age.
Only check the Replacement Box if you are requesting a pass replacement.

Pay pass fee of $100, or $50 (when you show your Senior Limited Income Pass).
