Sports Funding Program

The Winter Recreation Sports Funding program provides funds for services in Washington State Sno-Parks. Funds can be used for the acquisition, development, operation, planning and maintenance of Sno-Park facilities and programs.

Funding applications for the 2024-2025 winter season will be due June 1st, 2024, project funding is subject to available funds.

All projects become part of the Winter Recreation program and must adhere to its rules, regulations and policies.

Eligible funding recipients

Any public agency, private group or individual.

Eligible projects

These include trail grooming services, safety education and enforcement projects in Washington state Sno-Parks.

At the upcoming summer funding meetings, the Snowmobile Advisory Committee and the Winter Recreation Advisory Committee will deliberate and recommend budget allocations for the 2024-2025 winter season. With these recommendations, Winter Recreation staff will modify the budgets of existing contracts or seek to establish new contracts to provide grooming services. To make informed decisions about how best to allocate the funding that is available, the Advisory Committees will review your funding applications and make recommendations to State Parks. To ensure that funding for your area has fair consideration and continues for next season, please complete the attached application.

The Advisory Committees will meet to review the applications and evaluate the availability of funds for each application. Applicants are not required to attend the meeting but are encouraged to as the committee may wish to ask specific questions of an applicant. Applicants will be notified of funding results at a later time.

Completing the Application

Application should be typed. If writing, please print clearly.  Answer all questions, even if the answer is no, none, or not applicable.

Make changes in red indicating any changes to the trail system from previous year's map.

Include letters of support from local users demonstrating the need for continued grooming services.

When completing the 2024-2025 Funding Application, applicants must apply for the same maximum funding amount provided in the 2023-2024 contracts. Attendance is strongly recommended.

Funding Applications DO NOT automatically receive the previous year's funding.

Applications are due and must be postmarked by June 1, 2024.  Applications that arrive late or that have missing documents or signatures will not be considered.

Applications may be faxed or emailed to, 360-586-6603 or winter@parks.wa.gov, to meet the deadline, but the original documents must follow in the mail.

If applying for new funding, please confirm through phone or email that your application was received.

Grooming Schedules

Grooming schedules for the 2023-2024 winter season are due November 1st, 2023.

A grooming contract is in place that specifies the start and end date of each season, which typically starts December 1st and end March 31st. The purpose of the ongoing funding application is to reestablish the budget for each grooming area for the coming season.

Please print the application for the category being applied for. Applicants may apply for more than one category of funds. Applications are for motorized and non-motorized recreation. Please also print, fill out, and attach the Land Owner Permission to the application.

New projects

For 2024-2025, new applications for funding will be accepted. Please complete the grant application for new funding proposals. During the 2023-2024 season, the Snowmobile Advisory Committee was not able to fund second and third year Priority 5 and 6 applications. Those applications were put on hold and will still need to be resubmitted for this year but will not lose their status as second and third year projects.

For second and third year Priority 5 or 6 applications still under review, please use the Ongoing trail grooming or Education and Enforcement applications found above. Only requests not previously funded should use the form below.
