1. Am I required to carry a Boater Education Card to operate all types of boats?

A card is only required when operating boats with motors of 15 horsepower or greater, which include all personal watercraft (e.g. Jet Skis). State law does not require operators of manually powered boats such as canoes, kayaks, rowboats, drift boats and sail-only boats to carry a card. 

Whether you cruise, sail, kayak, fish, or do yoga on a stand up paddle board, you need to know the laws and basics of boating safety. Even if you are not required to carry the card, we strongly recommend you to take a boating safety education course. 

2. Who is exempt from having a Boater Education Card?

Exemptions are listed in RCW 79A.60.640. The following people are exempt from carrying a card:

• People born before Jan. 1, 1955 do not need a card.
• Operators of commercial fishing boats must have a valid commercial license or Boating Safety Education Card when operating a recreational vessel.
• Operators with U.S. Coast Guard (USCG) marine operator license must have valid USCG operator license or Boating Safety Education Card when operating a recreational vessel.
• Operators of exempt vessels must have Boating Safety Education Card when operating a recreational vessel.
• Operators of rented, leased, or chartered vessels must have a copy of the Commission-approved educational checklist in lieu of Boating Safety Education Card when operating a livery vessel.
• An operator who is a resident of another state or country does not need a card for the first 60 consecutive days. After the 60 days, they must have a Washington Boater Education Card.
• An operator who is a resident of another state or country who has a valid card from that state or country does not need a card for first 60 consecutive days. After the 60 days they must have a Washington Boater Education Card.
• For a person purchasing a vessel the bill of sale showing date of purchase is valid in lieu of a Washington Boating Education Card for the first 60 days after purchasing a vessel.
• A person not yet required to have a card does not need a card until date of phasing in.

3. What do I need to qualify for a Boater Education Card?

You must pass a state-approved boating safety course or equivalency exam. A variety of courses are available, ranging from online to in a classroom. People with a lot of experience and knowledge may choose an equivalency exam. After passing the course exam, you will receive a certificate of completion. Your certificate serves as proof of qualifying for a Boater Education Card. 

4. How much does a Boater Education Card cost?

Your lifetime Boater Education Card will cost $10, payable by check or money order. However, an online course provider can charge a $.50 handling fee.

5. How can I get my Boater Education Card?

Complete and submit a Boater Education Card Application, along with a check or money order for $10 and a copy of your course completion certificate, to the address given on the application.

6. When will I receive my Boater Education Card?

Once your application, check, and supporting documents are received, it takes between four and six weeks to process and send your Washington Boater Education Card. If you don't recieve your card within about eight weeks from submitting your check and application, contact Washington State Parks Boating Program at (360) 902-8555 or email boating@parks.wa.gov.

7. Do I have to wait six weeks before I can operate a motorboat?

Boaters who have completed a National Association of State Boating Law Administrators (NASBLA) course and passed the course exam may operate a motorboat for up to 60 consecutive days with a dated Certificate of Course Completion. It is recommended that boaters immediately apply for their Boater Education Card after completing a course.

8. Is the Boater Education Card a license?

No. Once you apply for and receive your Boater Education Card it is good for lifetime and cannot be taken away from you.

9. Is there a fine for not having a Boater Education Card in my possession when operating a motorboat?

Yes. The fine is $99.

10. Is my Boater Education Card good in other states and Canada that have mandatory boating education requirements?

Yes. All states that have mandatory boater education requirements will accept a Washington Boater Education Card. Through an agreement between Canada and NASBLA, we have reciprocity for United States boater education cards that are issued by states that meet NASBLA requirements.

11. Is an Oregon Boater Education Card valid in Washington?

Yes. If you are visiting Washington for less than 60 consecutive days, your Oregon card is valid. If you become a Washington resident, your Oregon Boater Education Card can be used to obtain a Washington Boater Education Card. This also is true for other state’s cards that meet the reciprocity requirements.

12. Is there any reason to get a Boater Education Card if I am not required?

Yes. Many older boaters are still getting cards anyway because they boat in Canada and Oregon. Canada and Oregon do not exempt people born before January 1, 1955.

13. What do I do if my Boater Education Card is lost or damaged?

You can get a replacement card for $5. See the Card Replacement Affidavit form for directions on applying for a replacement card.

14. What is the history of the Boating Safety Education Bill?

Legislation requiring boat operators to take a boater safety education course in order to operate a boat in Washington state was signed into law by Governor Chris Gregoire on May 11, 2005. The legislation was developed by the Washington Alliance for Mandatory Boater Education (WAMBE). WAMBE is comprised of representatives from a variety of boating-related organizations. The alliance includes representatives of the boating industry, representatives of recreational boating groups, as well as government, law enforcement, and marine safety groups. WAMBE was formed in September 2002 to improve recreational boating safety in Washington state.

The law is patterned after similar legislation in Oregon and requires completion of a basic boating class, or passage of an equivalency exam, to obtain a Boater Education Card. The Boater Education Card is required for operation of a motorboat with 15 horsepower or more. Like the Oregon law, the Washington law will have a phased-in period for compliance. The Boater Education Card is not like a driver's license. It is obtained once and is good for lifetime. The card informs law enforcement that the boat operator has a basic level of boating safety knowledge.

Washington joins 36 other states that have some sort of educational requirements for operating a boat. The Washington State Parks and Recreation Commission's Boating Safety Program administers the provisions of the law. The administration of the law is fully supported by the $10 Boater Education Card user fee. The program is funded by boaters for boaters.

1. What is the legal age requirement to operate a vessel?

State regulations require that the operator of a personal watercraft must be 14 years of age or older. There is no other age requirement in state law, but several counties do have age restrictions for motorized vessels.

2. When is it legal to operate a personal watercraft?

3. Am I required to wear my life jacket when boating?

Wearing a life jacket is required when:

• A child 12 years of age or younger is on a vessel under 19-feet long
• Being towed in a skiing-type activity behind a vessel
• On a personal watercraft

4. What is the age requirement for kids to wear life jackets when boating?

A child 12 years of age or younger.

5. As a boat operator, how many life jackets am I required to have while recreationally boating with passengers, and what types?

One appropriately fitted U.S. Coast Guard-approved type I, II, or III personal flotation device for each person on board a vessel under 16-feet in length. For vessels over 16-feet long, the requirements are the same, in addition to a throwable cushion or ring buoy (Type IV) must also be carried on board.

6. What type of equipment is required to legally operate my boat?

• A fire extinguisher if the boat is powered by a gas engine and there are enclosed compartments anywhere on the boat
• A wearable-style U.S. Coast Guard-approved personal flotation device for each person on board, in good condition, and the right size for the person who wears it
• If operating at night, lights must be used from sunset to sunrise
• Sounding device such as a whistle, horn, or bell
• The boat must be registered unless exempt under state law, and display the numbers and valid decal
• The muffler must be in good, continuous working order for a motorized vessel
• The ventilation system for motorized vessels must work as designed
• Visual distress signals must be used on coastal waters and Puget Sound

7. What boats are required to be registered and where do I register one?

All motorboats regardless of length, and sailboats 16-feet and over, are required to be registered by state law unless specifically exempt. A vessel can be registered at a local county auditor's office or any vehicle / vessel sub-agent location.

8. If I'm involved in a boating accident, when is it necessary to report it and to whom?

An operator must report to the local sheriff's office or police department any boating accident when:

• Circumstances occur where the disappearance of any person engaged in recreational boating indicates injury or death
• The damage to a vessel and/or property is $2,000 or more, or the vessel is a complete loss
• There is a loss of life
• There is an injury that requires medical treatment beyond first aid

9. I'm not a Washington state resident, but I will be visiting for about two months. Am I required to register my boat?

No. If you stay longer than 60 days, you must buy a $25 temporary permit that is valid for an additional 60 days.

10. Do I need to register my inflatable raft?

Only if a motor is installed on it.

11. Who do I contact if I have specific questions about boating rules and regulations?

Local police department or sheriff's office.

12. What types of boating safety materials do you have in other languages?

"Fotonovela," an English / Spanish booklet on the importance of wearing a personal flotation device while boating. "Fundamentos de la Embarcacion," a boating home-study course that includes a 50-question exam, which may be completed and returned to Washington State Parks' boating programs for scoring.

Camping fees

1. How much does it cost to camp at Washington state parks?

Campsite fees vary depending on the type of campsite and time of year. You can find a range of campsite fees online. The actual fee for your desired campsite is shown in the site description on the reservations website.

2. How are camping prices set at Washington state parks?

Rates are established after careful evaluation of the cost of operating state parks and then balancing revenue and public service objectives.

3. Who has the authority to set the fees?

The Washington State Parks and Recreation Commission, a panel of private citizens from across the state appointed by the Governor, has the authority under law to set the fees.

4. Why are there fees to create/change/cancel reservations?

The $8 online or $10 call center reservation fees cover services such as a secure online reservation system, software, in-park hardware and a call center. The fees are non-refundable.

5. What is your reservation cancellation policy?

Washington State Parks encourages campers to make cancellations as soon as possible so others may reserve and use any unoccupied sites. The policy was developed after many years of experience to make the reservation process work as smoothly as possible. There is a sliding charge for cancellation penalties; the penalty increases the closer the cancellation occurs to the arrival date. The complete cancellation policy is online.

6. Why don’t I get a full refund when I cancel?

The agreement made when a reservation is booked provides for a partial refund depending on the date of cancellation. A full refund is not offered because of the possibility that the site will not be used by others since it had been reserved. Campers are encouraged to be certain about their plans when selecting reservation dates and to make any changes or cancellations as soon as plans change.

7. Help! I don’t understand the breakdown of charges on my reservation confirmation message.

You may see a code on your confirmation form, such as “CampDepPartial-P-S-WD” or “CampDep-Weekend-NoServ-P.” Here is a quick key to understanding the codes:

CampDep means camping deposit

Following that is the site type:
Prim – Primitive
NoServ - Standard (tent) site
Partial – Partial hookup
Full – Full hookup

The first letter is the site designation:
P – Popular
B – Basic
E – Economy

The second letter is the season:
P – Peak
S – Shoulder
W – Winter

The third set of letters is the day of the week:
WD – stands for weekday
Weekend – stands for weekend

Columbia Hills Pictograph Tours

1. Where are the pictographs and tour located?

The pictograph tour and campground are located at Columbia Hills State Park at Horsethief Lake. If you're coming from the west, the camping area entrance is on the south side of State Route 14, about 1.5 miles east of Highway 197 near milepost 85. Do not take the first entrance to the park for the Dalles Mountain Ranch on the north side of the highway, continue another half mile to the second entrance at Horsethief Lake and follow that road roughly 1 mile south to a parking lot in view of the Columbia River and the Temani pesh-wa rock art. The walking tour leaves from the trailhead parking and petroglyph display area near the railroad tracks. If traveling from the east on State Route 14, Horsethief Lake is the third park entrance. Bypass Crawford Oaks and Horsethief Butte trail areas and continue west to Horsethief Lake near mile post 85.

2. What does the tour cost?

The tour is free, however an annual or daily Discover Pass is required to park. Daily passes may be purchased at the trailhead self pay station. Overnight registered campers do not need a Discover Pass, instead display your Washington State Park camp registration or campsite reservation sheet.

3. Can I bring my pet?

Pets are not permitted on the walking tour because the area is a sacred site to many Native American people.

4. Are there restrooms at the trailhead?

Restrooms are located in the main day-use area by the lake, which is quite a distance from the pictograph area. Please arrive early enough to allow for restroom and other breaks at the nearby campground.

5. What should I bring?

Expect hot conditions during summer tours. Bring extra water to carry on the hike. If you have health concerns, please consider coming in the fall when it is cooler. Walking sticks and hats are always recommended, as are provisions for windy or wet conditions in the fall. It is important to drink water (pre-hydrate) before participating in the tour. Water you drink during the tour takes 30 to 60 minutes to absorb and is simply replacing water you lose during the walk. Wearing brimmed hats and using plenty of sunscreen are recommended for sun protection as there are no trees nor shade available on the tour. Wear sturdy shoes as the trail surface is rough and uneven. Binoculars can be helpful to some people.

6. How long is the tour?

The tour is typically 1.5 hours long and a .75-mile round trip. While generally not strenuous, the hike does include sections of rough rock at substantial grade. Sturdy shoes are strongly recommended. There are no benches or other places to sit and guests are not permitted to leave the trail. To ensure safety against natural hazards, visitors must follow the directions of the guide.

7. Can I take pictures?

Personal photography is allowed. Commercial photography or videography requires a commercial film permit and must be approved in advance. Any requests for a commercial film permit will require consultation with tribal cultural resource personnel, which could take several weeks to months for approval.

3. How can I find out the bid results?

Call the Contracts Group number at 360-902-8554 between the hours of 7 a.m. and 4 p.m., and someone will answer your questions. You can also find bid results on the Contracting Opportunities page.

4. Do I have to request the plans and specifications in order to look at them?

No. Washington State Parks posts all advertised public works projects online through the Builder's Exchange of Washington where they are available to view at no cost. (You may have to download a small viewer program in order to properly view the plans and specs at the website.) We also distribute plans and specifications to regional plan centers for the advertised projects. For more information, contact the Contracts and Procurement Services Program at 360-902-8554.

5. Does Washington State Parks maintain a small works roster?

No. Washington State Parks does not maintain its own small works roster but uses the small works roster managed and maintained by the Department of Enterprise Services (DES). To supplement the best notification possible, Washington State Parks also uses rosters maintained by other agencies at both the state and local levels. If you are not on DES's small works roster, you can register online and simply follow the instructions.

6. Does Washington State Parks maintain a consultants roster for architectural and engineering firms?

Yes. Washington State Parks also uses rosters maintained by other agencies at both the state and local levels. If you are interested in being placed on the roster, contact Ms. Nata Hurst at 360-902-8638 for more information.

7. Why does Washington State Parks require a physical address for plans and specifications?

Many of our mailings are shipped via FedEx (the state’s current contracted parcel delivery service) and cannot be delivered to a post office box. If you also have a P.O. box for mail service, please provide that additionally, and when our mailings are small enough or not high priority they can be sent to you via USPS (United States Postal Service).

8. Does Washington State Parks have any special requirements for me to be able to bid on its projects?

Yes. Washington State Law requires that contractors are licensed and bonded at the time of bid opening. You must also be properly registered to do business in the state of Washington. For those particular requirements, check with Labor and Industries, the Secretary of State’s Office, and the Department of Revenue. Some projects may require additional expertise, experience, or prequalifications. This happens most often in specific areas such as bridge engineering, bridge construction, or historic preservation, for example. These are project specific and are plainly included within the respective plans, specifications, and instruction to bidders.

9. Do you always require a bid bond on your projects?

Usually. By statute, all public works projects require a bid bond to be included with the bid proposal if your bid is $35,000 or greater. If your bid is below $35,000, no bid bond is required.

10. Can I change my bid?

Yes. If it is before the deadline, you can change your bid one of two ways.

First, if there is enough time before the bid deadline, you can submit an amended bid and it will take precedence over your initial bid. You can do this as many times as necessary as time will allow, and the latest bid will be considered the final bid proposal.

The second way is to modify via fax. In order to be allowed to modify via fax, you must first call the Contracting team at (360) 902-8554 and request permission to fax modify. Once you receive permission, you must advise them of the incoming fax (that they will take to the bid opening), and then you must deposit the original modification documents at your local post office so they will be postmarked prior to the bid deadline. The fax modification is only a tentative modification until the original documents are received and the postmark verified that it was indeed submitted prior to the official bid deadline.

11. Can I just get on your master plan holders list?

No. Washington State Parks does not maintain a master plan holders list. Our plan holders lists are project specific only.

12. What is WEBS?

Washington State Parks utilizes the Department of Enterprise Services' WEBS portal for purchasing goods and services. WEBS is "Washington's Electronic Business Solution," an online vendor registration and bid notification system. The system offers an online site where vendors can register to receive government bid notifications. Governmental buyers will be able to go to the same site to post bidding opportunities and amendments. Coronavirus (COVID-19)

1. What is your current mask policy?

Visitors are encouraged to wear masks in any enclosed area or in any case that they are exposed to or experiencing COVID-like symptoms.

2. Do I need a Discover Pass?

Yes. The Discover Pass is required to park your vehicle at state recreation lands and water-access sites managed by Washington State Parks and the Washington State Department of Natural Resources (DNR). These lands include state parks, water-access points, heritage sites, wildlife and natural areas, DNR campgrounds, trails and trailheads and all DNR-managed uplands. The Discover Pass is required at state parks for day-use visits only.

A Discover Pass also is required on lands managed by Washington Department of Fish and Wildlife (WDFW). This includes water-access and wildlife areas, unless you already have a Vehicle Access Pass issued with the purchase of an eligible hunting or fishing license.

3. Are playgrounds open?

Yes, playgrounds are open.

4. Can I get an extension or refund on my Discover Pass for the time state lands were closed?

We are not refunding or extending time on Discover Passes.

5. Will restrooms be open?

Yes, restrooms will be available in open day-use areas and areas where campgrounds are open. Restrooms may be closed at some locations and in closed campgrounds. 

6. Are docks, moorage and marine park facilities open?

Yes. Dock use is allowed, and moorage is available.

7. Will anchoring be monitored or regulated? How about beach landing areas for dinghies?

Anchoring will be monitored and regulated as they were prior to the COVID-19 closures. No special regulations are in place.

8. Are pumpouts open and operating?

Pumpouts located within state parks are open.

Most pumpouts in Washington are located at public or private marinas. Boaters should check with marinas to find out if they’re open and pumpouts are operating. For Washington pumpout locations, visit the Pumpout Washington site.

9. If a park is only open for day use, what time does the park close?

Day-use parks close at dusk.

10. Will I get a full refund for my camping or overnight accommodation reservation?

The standard cancellation policy is currently in effect.

11. What if I have a reservation at a park that is currently closed for camping? When will I know if my reservation is canceled?

If we need to cancel reservations at a group camp or day-use facility that remain closed, we will contact you by phone or email, and you will receive a full refund.

12. Will state lands close if there are issues with crowding?

As we reopen lands, we are asking people to continue practicing social distancing

If new COVID-19 related safety concerns develop, the Washington Departments of Fish and Wildlife (WDFW) and Natural Resources (DNR) and State Parks may close areas with limited notice to protect public health and safety.

13. How can I report any issues of crowding, trash or other concerns of wildlife areas or boat launches to WDFW?

People can report issues on the Washington Department of Fish and Wildlife’s website.  

14. Can I still volunteer to help clean up and maintain my local state park?

Volunteer opportunities are available but may be limited in some parks. To ensure the health and safety of our volunteers, staff, and visitors, Washington State Parks has developed COVID-19 guidance on volunteer activity. 

We ask that all volunteers review these health and safety requirements  and carefully consider their comfort level in participating in volunteer activities while following public health guidelines. 15. Are cabins and yurts open?

Cabins, yurts and rustic shelters are now open and available for reservation. Reserve online at washington.goingtocamp.com or by phone: 888-CAMPOUT (888-226-7688).

16. Are group campgrounds open?

Reservations are open for most group camps and day-use facilities. All groups are required to comply with the specific restrictions, guidelines and safety procedures as identified the Governor’s Roadmap to Recovery for events, or for the specific type of event based on phase of the county at the time of occupancy. Group organizers who book reservations must ensure compliance with guidelines.

 

17. Are vacation homes open?

Yes, vacation houses are open.

Disability Pass

1. Does the hanging parking placard from Department of Licensing count as proof of disability?

No, we will need to see a copy of the identification card that is sent with the placard. Your name and an expiration date will be listed on this card.

2. Does the Disability pass take the place of a Discover Pass?

No. the Disability pass is not a Discover Pass. You will still need a Discover Pass when visiting Washington Department of Natural Resources, and Washington Department of Fish and Wildlife lands. This pass WILL serve in place of a Discover Pass when visiting Washington state parks.

This pass is not accepted in Federally managed lands, such as National Parks and Forests.

3. How do I use the pass to make a reservation?

Call 888-226-7688 or visit washington.goingtocamp.com.  If you reserve by phone, inform them that you have a disability pass to get your discount. If you make an online reservation, enter the pass number where indicated.

4. Is the pass renewable?

Yes.  Simply reapply and submit your proof of Washington State residency and disability.  

If you lose the pass before it expires, let us know.  We can help replace it for you. There is a $15 fee for pass replacements.

5. Can I use my pass to reserve cabins, yurts or vacation houses?

No. The Disability pass does not give discounts on:

• Roofed accommodation (cabins, yurts, platform tents, Teepees). 
• Vacation houses.
• Day-use shelters.
• Group camps.
• Extra vehicle fee
• Reservation fees.

6. Do I leave the pass on my dashboard when visiting parks?

No. When visiting a park, stop at the self-registration station near the entrance. At the station, you will find envelopes for self-registration. Fill in the information requested on the flap of the envelope. Then, remove the flap and put it in plain sight on the dashboard of your vehicle. Place the envelope in the self-registration drop box . Keep your pass with you at all times.

7. Can my family or spouse use the pass while I am not with them?

No. This pass has been issued to you and no one else.  The pass holder must be present to receive any discount or benefit. 

8. Is there a fee for this pass?

No. There is no fee for this pass. However, there is a $15 fee for a replacement if the pass is lost, stolen or damaged.

9. Where can I find the rules for my pass?

Pass holders are required to follow all park rules, the same as all other park users. Those rules can be found at this link: State Parks Regulations

However, there are extra rules that apply to pass holders:

• Do not alter or make copies of your pass.  Never share your pass or pass number with others.
• Pass holders will be charged $15 to replace lost, stolen, or damaged passes. 
• Pass does not provide discounts on annual permits, extra vehicle fees, roofed shelters, group camps or other services, except as noted. 
• Pass cannot be used with any other pass or discount. 
• Pass holder must cancel reservations if unable to use them.
• Pass holder must be camping and present at the site to receive a discount.
• Pass is only valid for the person it is issued to. The pass must be valid and physically with you during your visit. Be prepared to provide photo ID.
• All camping discounts and associated benefits are limited to the site the pass holder is camping in.   Discounts and fee reductions are limited to 1 campsite or moorage site per night.
• Do not make duplicate or multiple reservations for the same night. Including double sites.
• Camping is limited to 10 consecutive nights at any single park from April 1 through Sept. 30, and 20 consecutive nights the rest of the year.
• Moorage is limited to three consecutive nights at any single park. 
• Pass holders are expected to treat park staff with respect, always follow park rules and staff guidance.

Note: Multiple violations of park rules can result in your pass being suspended or revoked.

10. Is this pass accepted at sno-parks?

Disabled Veteran Lifetime Pass

1. Does the Disabled Veteran pass take the place of a Discover Pass?

No. The Disabled Veteran Pass is not a Discover Pass. You will still need a Discover Pass when visiting Washington Department of Natural Resources, and Washington Department of Fish and Wildlife lands. This pass WILL serve in place of a Discover Pass when visiting Washington state parks.

• Pass cannot be used with any other pass or discount.

• Do not make duplicate or multiple reservations for the same night. Including double sites.

• Moorage is limited to three consecutive nights at any single park. 
• Pass holders are expected to treat park staff with respect, always follow park rules and staff guidance.

1. Can I fly a drone at state parks?

2. Is hunting allowed at state parks?

Hunting on State Parks land is prohibited.  While hunters are traversing state parks in order to gain access to properties that do allow hunting, if they have dogs with them, hunters are reminded they must keep their dogs on an 8-foot leash and under control at all times.

3. Where do I get a map of a specific state park campground with campsite numbers?

Washington State Parks is in the process of updating all campground maps. Currently, you can view maps for about half of the state park campgrounds.

4. Can I make a reservation online?

Yes, you can make a reservation online. Customers who want to book multiple campsites and Washington pass holders who receive free camping need to call 888-CAMP-OUT (888-226-7688) to make reservations.

5. How do I get a phone number for a state park?

If a park has a phone monitored by park staff, the phone number is listed on the park page. If you have general questions, you can also call the State parks Information Center at (360) 902-8844, open Monday through Friday from 8 a.m. to 5 p.m.

6. How do I get a Disability Pass or Disabled Veteran's Pass and what are the requirements?

One and five-year disability pass
Offered to Washington state residents who are legally blind, profoundly deaf, developmentally disabled, or meet the disability definition used by the U.S. Social Security Administration.

Disabled Veteran Lifetime Pass:
Offered to Washington state residents with a documented service-connected disability of at least 30%.

Senior Citizen Limited Income pass

Washington State residents who are 62 years or older, with a limited income, may apply for this pass . The pass is free of charge and offers:

• 50% discount on night camping or moorage fees, 
• 50% of the Off-Season Senior Citizen pass.
• Free day-use parking, watercraft launch and dump station use.

Off-Season Senior Citizen pass

Washington State residents who are 62 years or older may purchase this pass for $75 annually. The pass offers free nightly camping or moorage, minus utility and reservation fees, October - March and Sunday - Thursday nights in April.

8. If I am a state parks pass holder, does my discount apply to all overnight facilities?

No. Discounts do not apply to yurts, cabins, vacation houses, or other shelters providing overnight or day-use accommodations.

Monofilament recycling

1. Can all fishing line be recycled?

No, only fishing line that is a single filament, nylon product may be recycled. Fishing line that is braided or contains wire cannot be recycled.

2. I always throw my line in the trash. Is that ok?

It is best to always recycle fishing line. However, if you throw out fishing line you are still keeping it out of the environment, but make sure the trash receptacle has a lid and be sure to cut the line into lengths 6 inches or shorter. Once line goes to a landfill, longer pieces may be scavenged by animals trying to eat it or build nests out of it. Animals may become entangled and the line can be brought right back into the environment.

3. How does monofilament end up in the environment?

Most of the fishing line that ends up in the water is the result of a hook getting snagged on unintended objects such as rocks or tree limbs and the line breaking when pulled. Sometimes the line can rub against a sharp object and break. Additionally, large fish can sometimes break lines while they are being reeled in.

Even fishing line that has been thrown in the garbage can end up in the environment - either by blowing out of the garbage can, being taken out by birds for nest-building materials or removed by other animals. Some people also just throw the line right into the water when they are done with it.

4. Why is monofilament a problem in the environment?

Monofilament is not biodegradable and can last hundreds of years depending on environmental conditions. Because it is thin and often clear, it is very difficult for birds and animals to see. They can easily become entangled resulting in injury, drowning, strangulation or starvation. Many animals also mistakenly ingest fishing line.

It is also difficult for people to see as well. People often drive their boats over floating line and damage their engines. Divers and swimmers can also be affected since they unable to see line when they are in the water.

5. What kinds of animals are harmed by monofilament?

Many types of wildlife are harmed by discarded fishing line, including birds, fish and even humans. However, almost any type of animal can be entangled in line or try to consume it.

Moorage

1. If I have a moorage permit, do I still have to pay to launch my vessel?

Yes, the annual moorage permit is for overnight mooring at a state park facility (float, dock or buoy) and is separate from the launch fee.

2. Is rafting permitted?

Rafting on buoys is not permitted. Rafting is permitted within posted limits at each facility.

3. If I'm rafted to another vessel, do I still have to pay to stay overnight?

Yes, a vessel rafted to another vessel will be charged a moorage fee based on its own length.  Rafting on buoys is not permitted. 

4. Why do boaters need to register for an overnight stay?

We ask overnight boaters to register in order for state parks to obtain accurate attendance counts as well as providing vital information in case of an emergency within the park where possible evacuation may be necessary and to provide information in case of an emergency where the boaters family or friends may need to contact them.

5. Where do I affix my annual permit on my vessel?

The annual permit decal must be affixed to the boat so it will be visible from outside the boat. For example, boats with windshields, placement could be in the lower port (left) corner of the windshield. For boats without windshields, placement could be on the port (left) outside transom. For sailboats, placement could be on the forward part of the port (left) cabin trunk.

Off Season Senior Citizen Pass

1. Can I get a refund for reservations made before I buy my pass?

No.  To collect the off season discount, reservations must be made after September 1st and after you purchase your pass.  Any reservation made for before September 1st will not be subject to a refund. 

2. Does the Off-Season Pass take the place of the Discover Pass?

No. the Senior Off Season pass is not a Discover Pass. You will still need a Discover Pass when visiting Washington State Parks, Washington Department of Natural Resources, and Washington Department of Fish and Wildlife lands. 

This pass is not accepted in Federally managed lands, such as National Parks and Forests.

3. Do I leave the pass on my dashboard when visiting parks?

No. When visiting a park, stop at the self-registration station near the entrance. At the station, you will find envelopes for self-registration. Fill in the information requested on the flap of the envelope. Then, remove the flap and put it in plain sight on the dashboard of your vehicle. Place the envelope in the self-registration drop box . Keep your pass with you at all times.

4. Is there a fee for the pass?

Yes. The cost of the Senior Off Season pass is $75.  

If you are a Senior Limited Income pass holder the fee is $37.50.  You must provide proof to qualify for the reduced price.

Availability for retreat centers is now accessible online at https://washington.goingtocamp.com/. Reservations may not be made online. Below are the details for navigating the site to locate availability on a calendar.

• To view a three-month calendar
  • Select list view

• Any date with "!" indicates possible availability, and you may request a reservation.

2. Why am I unable to reach someone directly by phone during regular business hours?

Phone calls must be taken in the order received. If reservation staff have pending messages to be returned when the phone rings during business hours, they are unable to answer. Messages are returned in the order received, however, staff will do their best to return urgent calls prior to others. Calls are generally returned within one business day, however may be up to 3 business days during times of high call volumes. Calls are not returned on weekends or holidays.

3. Can I schedule a tour of the facility?

Yes. Tours may be scheduled when the facility is not in use by another group and staff are available. Please contact the park directly to schedule. Contact information is located on each facility’s page.

Watercraft Launching

1. If I'm camping at the state park, do I still have to pay to launch my boat (watercraft)?

If you are currently camping at a Washington State Park and have paid the appropriate camping fees, you do not have to pay an additional watercraft launch fee.

2. If I'm using the watercraft launch site just to launch a personal watercraft (PWC) do I still have to pay the fee?

Yes. A watercraft launch site is any facility used for putting a watercraft vessel into or retrieving it from the water.

3. How do I pay the daily launch fee?

• When you get to a state park, find the park's pay station.
• Take a fee envelope and fill in your information.
• Place the $7 launch fee inside the envelope.
• Put the fee envelope in the metal drop box.  Leave the envelope receipt on your vehicle's dashboard.

4. Where can I purchase an annual permit for watercraft launching?

The Natural Investment permit is valid for watercraft launch and dump stations use. 

It can be purchased online, at state parks when staff is available, and at our headquarters office in Tumwater.

 

5. If I launch my vessel and am planning to be out overnight, can I leave my vehicle in the parking lot without getting a ticket?

Some parks allow unattended vehicles to be left overnight  by paying a $10 per night unattended overnight vehicle fee. Please check posted signs at the parks.
