Does the Off-Season Pass take the place of the Discover Pass?

No. the Senior Off Season pass is not a Discover Pass. You will still need a Discover Pass when visiting Washington State Parks, Washington Department of Natural Resources, and Washington Department of Fish and Wildlife lands. 

This pass is not accepted in Federally managed lands, such as National Parks and Forests.
